Franklin County Criminal History Checks
Franklin County records split across courts, law enforcement, and state repositories. A felony or circuit-level criminal case belongs with the Franklin County Circuit Clerk and appears in Search ARCourts when the public case data is available. A recent booking starts with the Franklin County Sheriff's Office jail roster. An official Arkansas criminal-history product routes through Arkansas State Police and the Arkansas Criminal History system, not the county clerk.
Use a full legal name, spelling variants, and any known case number or arrest date. Birth dates can help when an official office verifies identity, but public portals may limit what they display. If a case is not online, call the Circuit Clerk in Ozark or Charleston, then check the correct district-court department for traffic, misdemeanor, ordinance, or preliminary felony matters.
- Search ARCourts by participant name or case number to find public circuit and participating district-court case data.
- Check the Franklin County jail roster for current inmates, new inmates, and recent releases.
- Call the Circuit Clerk if the case is felony-level, sealed from public view, too old for the portal, or needs certified copies.
- Use Arkansas State Police for an official name-based or paper background check when the search requires the state repository.
- Send a written Arkansas Freedom of Information Act request to the sheriff or police agency for older incident or booking material not posted online.
Why Franklin Has Two Counters
Franklin County's record layout reflects its geography. The county was formed in 1837, and the Arkansas River made travel difficult enough that two county seats developed: Ozark on the north side and Charleston on the south side. That history still shows up in criminal record work. The Circuit Clerk lists both Ozark and Charleston phone routes, and district-court departments also divide work among Ozark, Charleston, and Altus.
The local lesson is simple. Do not assume every Franklin County criminal record sits behind one counter. Circuit Clerk Janice King lists the Ozark number as (479) 667-3818 and the Charleston number as (479) 965-7332. District Court has an Ozark clerk at (479) 667-4808 and a Charleston clerk at (479) 965-7455. The sheriff and jail are in Ozark, while Charleston Police handles its own incident reports.

Official Background Checks in Arkansas
Arkansas official background checks are handled by the Arkansas Department of Public Safety, Division of Arkansas State Police, Identification Bureau. ACIC is central to criminal-history information systems, but ACIC says background checks are handled through Arkansas State Police. The online Arkansas Criminal History system is an authorized-check path, and State Police guidance frames it around legal authority or signed subject consent.
The online search price captured in the research is $22. The ASP-122 paper individual record check costs $25 by check or money order payable to Arkansas State Police. A fingerprint card is not required for the Arkansas-only ASP-122 paper check, while fingerprint-based state and federal checks use Arkansas State Police LiveScan or Harvester channels that submit prints to AFIS.
The manifest capture from Arkansas Criminal History shows the state background-check entry point used for official Franklin County criminal history requests.
| Product | Agency | Located Fee |
|---|---|---|
| Online Arkansas criminal background check | Arkansas State Police / ARCH | $22 per online search |
| ASP-122 paper individual check | Arkansas State Police | $25 check or money order |

Search ARCourts Before Calling
The Arkansas Judiciary says Search ARCourts is replacing Public CourtConnect and is a public case-information portal for courts using the Contexte case management system. For Franklin County criminal records, it is the best first stop for filed cases because it can show parties, judge, filings, charges, dispositions, future events, judgments, and some documents when public access rules allow them.
The inspected Search ARCourts screen supports participant searching and case-number style searches. Use the portal before calling the clerk, then call with the case number if the online result is unclear. The Search ARCourts public case search page is also useful when a jail charge later becomes a filed case.
The screenshot assigned from Search ARCourts captures the statewide search surface that Franklin County users see before they contact a clerk.
The judiciary's Search ARCourts information page is also assigned to this build because it explains why some data appears online and some does not.

Kinds of Franklin County Criminal Records
Different Franklin County criminal records answer different questions. A sheriff or police incident report describes an event reported to law enforcement. A booking record proves jail intake occurred. A court file shows charges as filed, hearings, dispositions, and judgments. A state repository check uses Arkansas State Police and ACIC data, with fingerprint-linked arrest cycles where prints were taken.
Warrants and supervision records are also part of the local picture. The Circuit Clerk page says the clerk prepares warrants authorized by circuit court for delivery by the county sheriff. Probation and parole supervision is state-run through the Arkansas Department of Corrections / Division of Community Correction, while court dockets can show probation sentences, revocation motions, and capias activity.
- Arrest and booking records: created by the arresting agency and jail, then shown on the roster when public and current.
- Criminal court case files: held by circuit or district court clerks after charges are filed.
- Repository checks: maintained through Arkansas State Police and ACIC systems for official criminal-history access.
- Warrants: issued or recorded through courts and executed by law enforcement.
- Registry listings: managed through the ACIC Sex Offender Registry for publishable offenders.
Franklin County Jail Roster Clues
The public Franklin County Sheriff's Office roster is often the fastest clue for recent custody. It has Current Inmates, New Inmates, and Recent Releases tabs, plus sorting by arrested date or name and page-size controls. The roster view inspected for research showed fields for race, sex, age, address or city, arrest date and time, arresting agency, and charges. It also displays mugshot images, but those images should not be treated as proof of guilt.
A roster entry is not a full criminal history. It may show arrest-stage charge language before a prosecutor files or changes charges. It may also show an arresting agency such as Charleston Police Department or Arkansas Probation Parole, which tells the reader where to ask for related incident or supervision records. For filed charges and outcomes, move from the roster to Search ARCourts or the clerk.
The roster can be reached through the Franklin County jail roster interface. Its current, new, and release tabs are useful, but absence from the roster does not prove a person has no Franklin County arrest history.
Franklin County Criminal Records: What They Contain
A Franklin County criminal record may contain identity, charge, custody, court, and disposition data, but no one system contains every slice. The safest reading is to compare the source. Jail data is custody-centered, court data is prosecution-centered, and repository data is identity and disposition-centered. If the sources disagree, the office that created the record should verify the current status.
| Name and Identifiers | Names, age, race, sex, address or city may appear in jail or court data, subject to public-access limits. |
|---|---|
| Arrest and Booking Data | Booking date, arresting agency, custody status, current/new/release tab, and charge text from the jail roster. |
| Charges and Statutes | Arrest-stage charges may differ from prosecutor-filed counts in Search ARCourts. |
| Disposition | Court outcome such as conviction, dismissal, acquittal, nolle prosequi, or other case resolution. |
| Sentence | Judgment, fine, costs, probation, incarceration, or revocation details when public in the case file. |
| Custody or Supervision | County jail status, Arkansas DOC custody, probation, parole, or absconder information through separate channels. |
The Sheriff Page Mismatch
Franklin County has a useful caution for criminal-record searchers: official local pages can lag. The county sheriff page inspected during research still named Anthony Boen, while the Arkansas Sheriffs' Association identified Johnny Crocker as the current Franklin County Sheriff, elected in 2023. The Association also lists the sheriff's office at 248 Airport Rd in Ozark with phone (479) 667-4127.
Use the mismatch as a verification habit, not as a reason to ignore official sources. County pages can still identify offices and general routing, while association or state pages may be more current on officeholders. When the task is a record request, call the office number and ask which email, mailing address, and release process the sheriff currently uses.
The Arkansas Sheriffs' Association Franklin County page was one of the current contact sources used for this build.
Arkansas Public Access Laws
Arkansas public-record access starts with the Arkansas Freedom of Information Act of 1967. That law does not make every criminal record public in every form. Law-enforcement investigation materials can be withheld when they involve undisclosed ongoing investigations, juvenile details are restricted, and Arkansas Supreme Court Administrative Order 19 limits some court information from public online display.
Key statutes and rules:
Arkansas FOIA, Ark. Code § 25-19-101 et seq. - public records are open to inspection and copying unless an exemption applies.
Ark. Code § 12-12-1008 and § 12-12-1009 - criminal-history dissemination rules differ for criminal-justice and noncriminal-justice release.
Ark. Code § 12-12-1013 - a person may review and challenge criminal-history information about themselves after identity verification.
Administrative Order 19 limits - some court-case information is not public online even when a clerk can explain the record path.
Ozark Charleston Altus Routing
Franklin County District Court is not just a traffic counter. Arkansas district courts handle traffic violations, misdemeanor offenses, violations of state law and local ordinances, preliminary felony matters, and limited civil cases. Research found Franklin County District Court departments in Ozark, Charleston, and Altus under the 7th Judicial State District Court structure.
The routing matters when a person has a city citation or misdemeanor rather than a felony case. Ozark records may involve the Ozark department at 116 South 2nd Street. Charleston records may involve the East Main Street court location and can connect to online citation payment through Arkansas Online Court Payment when eligible. Altus is listed under the same district court structure, with routing through Franklin County court contacts in the directory.
The Association of Arkansas Counties Franklin County profile was assigned to the home page because it confirms county-office context outside the court portals.
Restricted, Sealed and Expunged Records
Arkansas uses sealing as the controlling modern term for many record-clearing issues, though older materials may still say expungement. The Comprehensive Criminal Record Sealing Act of 2013, Ark. Code § 16-90-1401 et seq., provides a path for eligible misdemeanors, violations, certain felony categories, prior arrests with no charges after one year, dismissals, nolle prosequi outcomes, and acquittals, subject to statutory limits.
For a Franklin County case, the filing court controls the path. Circuit cases route to the Franklin County Circuit Clerk. District-court matters route to the Ozark, Charleston, or Altus department tied to the record. A petition must be served on the prosecutor and sometimes the arresting agency. The prosecutor may oppose within 90 days, and a hearing can follow if needed. A sealed record is removed from ordinary public access, but defined criminal-justice and legal access may remain.
Note: Sealing does not automatically restore firearm rights, and local filing fees were not located in official Franklin County sources.
Franklin County Police Reports
Police reports are agency-by-agency. The sheriff is the fallback for unincorporated areas, jail questions, warrant execution, and deputy incident reports. Charleston has the clearest city records source: the police department is at 1418 East Main Street, phone (479) 965-7600, and the page states incident report copies cost $10 per report. After 5 PM, Charleston directs callers to the sheriff at (479) 667-4127.
Ozark's official page is thinner but lists city contact at 2910 West Commercial and shows app-store badges. Official snippets identified Police Chief Devin Bramlett and a police phone of (479) 667-2233. No official Altus records portal was located, so Altus-related arrest or report questions should start with the county roster, sheriff contact, and Franklin County court channels until an Arkansas Altus source confirms a separate process.
After a County Jail Transfer
If a Franklin County case results in state custody or a person leaves the local jail, the county roster may stop being the best source. The Arkansas Department of Corrections Inmate Search can be checked by ADC number, county, name, facility, gender, offense category, age, and race. That tool is separate from Search ARCourts and the county jail roster.
Probation and parole status can add another layer. Arkansas community supervision is state-run through the Division of Community Correction. Search ARCourts may show a probation sentence, revocation petition, motion to revoke, or warrant activity, while Arkansas absconder information may appear through state systems. Full supervision conditions and officer notes are not ordinary public portal data.
Franklin County Registry Searches
The Arkansas Sex Offender Notification System is managed through ACIC and can be searched by address, city, county, zip code, place, or name when applicable. A Franklin County registry search can be filtered by county or by city, including Ozark, Charleston, and Altus. The registry is for public safety awareness and should not be treated as a general criminal-history database.
For registry details, use the Franklin County sex offender lookup page. It separates the ACIC registry search fields, profile contents, Arkansas registration levels, and lawful-use limits.
City-by-City Criminal Records in Franklin County
City-level criminal records start with the local police department or district-court department, then move to county and state systems as the matter develops. Ozark is the largest city and northern county seat. Charleston is the southern county seat with the clearest incident-report fee. Altus is smaller, but it still routes through Franklin County court, jail, and state systems.
Ozark Record Check
3,601 residents. Ozark Police and the Ozark District Court department are key local record channels.
Charleston Record Check
2,731 residents. Charleston Police posts a $10 incident-report copy fee and routes court questions to its district court clerk.
Altus Record Check
674 residents. Altus records require careful Franklin County routing because search results often confuse Arkansas with Oklahoma.
